I have formatted my PC 4 times now and if for example, I open a program like CCleaner or other apps etc my cursor will lag for a few seconds and sometimes skip across the screen, windows appears to also slow down like a mini lag spike its odd, then go back to normal speed operation. When I look under processes and performance tabs I don't see anything spiking that would cause a system slowdown, what could cause this, I shouldn't have this issue with my specs. I have the newest drivers for GPU, mouse, keyboard, motherboard and all the latest windows updates installed as of 4/25/20. Below is a video I made showing the stutter. I have unplugged all USB devices as well and moved them to different areas, problem still persists and I have also swapped to 3 different mice as well and 4 different keyboards.
