Cpu voltage keeps changing please help

I have hero alpha board. When i first booted and ever since then my cpu voltage will go up to 1.49ish by itself just idling. I have manual mode 1.35v and 4.5 core clock. That is all i changed. Im worried the cpu is gonna cook itself.

Q-Fan RPM

My chassis fans max RPM is 3000RPM but I would like to run them at max 1800RPM which is 65% of fan speed after 60C to 100C but as you can see in the screenshots, after 60C the fans RPM increases so is it possible to set max RPM in Q-Fan?
