Maximus Impact failed 4 way optimization...BSOD help

So I just put my computer together: I7 4770k (stock cooler), corsair vengeance 16 gb 1600mhz

I opened up the Ai3 suite and noticed my CPU was running at turbo 3900mhz (100.2 x 39). My ram was only at 1333mhz so i thought i'd do
overclocking to see if it get boosted to 1600 along with the cpu getting a boost. So i tried the 4200hz option and it kept getting the blue screen and resetting without ever booting to windows. I went ahead and went into the bios and chose "optimized default setting and it's working again.

So is it system won't boot because my cpu cooler isn't good enough? If that's the case how do i boost the ram to 1600mhz from 1333?

I have no idea why your system will not do 4.2 volts.

It may be cooler, it may be your CPU I just can not guess based on what information you have provided. I would suggest that 4.2GHz may be pushing it with that cooling yes.
