GTX 680 black screen on boot w/100% fan [starts fine after multiple on/off cycles]

DONE all but breadboard http://www.tomshardware.com/forum/261145-31-perform-steps-posting-post-boot-video-problems
NOT THE RAM -> RAN MEMTEST / 1 STICK / MEM QLED fine
NOT THE CPU-> cpu Qled never has problems/ OC is not cause
NOT PSU -> check'd voltages in bios no fluctuations on 12v rail
NOT SSD/HDD -> have disconnected pwr and SATA to no avail
NOT MOTHERBOARD -> PC POSTS /w no vid however with either code AE [bios saying no video card... etc] or AA[AA= into windows]
NOT PCI slot-> tried moving card around/ reseating it about 20 times
RESET CMOS BATTERY

I am reluctant to RMA because that would mean no video card for 2 weeks :C .... Breadboarding would be a bitch considering I have a water cooling loop/no stock intel cooler

I am now rather convinced it is a GPU issue but am wondering if it could be a software issue or an issue with my fan controller drawing too much power on boot... Any suggestions before I RMA/Breadboard(assemble part by part on a box)

I would clear CMOS and set bios defaults first and foremost...and then maybe try using something to down-clock the card to reference clock values to see if the factory OC is not working properly.

Have you removed display drivers entirely with something like Driver Fusion...in safe mode and then reinstalled driver?
