Z170 Pro gaming/aura Voltages all over the place when set to 1.350

I set my voltage to 1.350 manually and watching HWMonitor and CPU-Z my voltages are spiking to 1.4 to 1.55. I have no idea how long this has happened for and for now I have removed the overclock and set it to default. My loadline calibration was on level 4. Any ideas how to keep my voltage from spiking so high?

Was this voltage spike happening under load? If so, I would set your LLC down to level 2 and check again to see how its compensating for vdroop.

It would happen at idle.

Even at stock defaulted setting my voltage peaked at 1.398 just on youtube.

I've lowered the voltage to 1.250 and I'm still going as high as 1.334V. Shouldn't the core voltage stay lower than that?
