Odd behavior with Pro WRX90E Sage using slot 7 for graphics card

I recently brought up a WRX90E Sage with a Threadripper Pro 7985 and am seeing some odd behavior, which makes me suspect the BIOS. If I place my RTX4090 card in slot 1, everything works fine. However, if I place it in slot 7, my HDMI display is never seen or recognized. 

I do see the VGA output, however. I would much prefer to use slot 7 because otherwise, my graphics card consumes three PCIe slots, and I have numerous cards to plug in. If I had to guess, if the BIOS doesn't see a card in slot 1 it does not enable the output.

I am running Linux, and Linux sees the card and the Nvidia tool sees it, but it cannot be used.

Linux is also reporting some other issues with this board with power management where if it goes into standby and comes out then PCIe cards don't recover, so for now I have disabled power management. This could be either an issue with Linux or the BIOS. The BIOS is at rev 404.

It looks like it may have been the monitor with HDMI. I switched to a different monitor and I'm seeing output, at least with slot 1. I will try slot 7 soon.

Ignore this. It seems the HDMI port on my old ASUS monitor died.
