No, that's not the problem, as PCIe is downwards compatible. In addition, it is correctly recognized in GPU_Z as x16 3.0, but under load it is only connected with x8 2.0. 2.0 because the slot is PCIe 2.0. I think the problem is the motherboard, as your test with a GTX 970 was no different.

Which slot is the GPU in?
1. The First PCIe slot is a 2.0 x 16/x8 slot. (see manual)
2. If additional PCIe slots are used, the GPU in the 1st slot is downgraded to 8x.

the problem is that i have only 1 videocard on the first slot pcie...

So the other PCIe slots are empty and unused?
Then take the GPU out again and plug it in again. Make sure that the retaining tab at the end of the slot clicks into place.
Normally it should switch to x16.
PS:
where do you see that it only runs at x8, in GPU_Z? That could be good if you are "only" in Windows.
Click on the ? next to the PCIe connection and start the render test. Then watch the display to see if it switches to x16.

In the bios i see that gpu run at 8x native. In windows i see 8x with cpu-z and gpu-z. When i play a game i see max bandwith on gpu but pcie only 8x..
I have already removed and reinserted the videocard alot of times..

I have only one videocard in the pcie connections..

OK, in the BIOS it won't be fully active. The same applies to normal everyday Windows use.
Some GPUs clock down to x8 instead of x16 x1.1.
In GPU_Z, the "Bus Interface" field should say: x16 3.0 @ x16 1.1
It is also possible that it says "x16 3.0 @ x8 3.0" or "x8 1.1".
If you then press the question mark ? and start the render test, the display behind the @ should jump to x16 3.0.
Please post a screenshot of GPU_Z before you do a render test with the tool and during a render test.
If you don't have any other PCIe cards in the other slots, i.e. they are empty, the error must be either with the PCIe bus or with the GPU.

When i run test gpu.

It is recognized correctly with x16 3.0, but the connection under load/usage is somehow not right.
Did the GPU ever run with x16 3.0?
If not, then either the GPU or the slot on the motherboard is defective.
How long have you had this GPU?
If you have a different GPU, test the connection.
What other hardware do you have installed on the motherboard?
Edit:
Is the GPU directly in the PCIe slot or are you using a riser cable so that the GPU is installed sideways?
How is the BIOS set for PCIe?

video card never worked at 16x.
I bought this video card used but it's working..
I can test with another video card, 970gtx..
