STRIX 1070-O8G Fans can't run below 25% speed, RMA or live with it?

With nvdia drivers and no fan control program installed, this happens: 62373

I have pinpointed the problem. The fans can't run properly from 1% to 25%. It's like the fans don't get enough voltage to run properly, so they just go in short 2sec bursts which is really annoying (listen to the video to hear it: https://www.youtube.com/watch?v=V06qf4urA8o )

Also, the middle fan doesn't seem to start when the others start.

The problem can be somewhat avoided if I use MSI Afterburner and a fan profile that totally skips 1% to 25% fan speed and goes strait from 0% to 30%, something like this:

But should I have to? Shouldn't an expensive high-end graphic card work properly from the box? Should I have to use a fan control program from a competitor, MSI Afterburner, to avoid the graphic card being a pain in the ass?

I never actually saw/heard the fans running without GPU Tweak II. Not sure how they should react with no software installed but WITH the software I experience no problems with the fan operation. I recommend you run GPU T II. I tried MSI AB, as well, but could not get the 0dB function to work.
I'd like to deploy my troops in her country.

GPU Tweak II does not help with the problem as seen in the screenshots. The only way to avoid the annoying 2sec bursts at 1% to 25% is to use a fan profile that skips that interval completely such as the profile I linked in the original post. And since GPU Tweak II doesn't support fan profiles, you have to use MSI Afterburner or similar.

The latest one from the website, 2-3 days ago, Ver1.4.0.8.

As you can see on the screenshots, the only difference between GPU TWEAK II in Silent Mode and Gaming Mode, is that Silent mode allows the card to get a bit hotter, before starting the exact same 2sec fan bursts up and down.

I remember someone else having a fan pulsing issue with their 1070. Reason for it was a short due to pinched fan cables, I believe.

I got exactly the same issue. Seems to be an issue with the card itself and not software related. What I did up till now is never let the card go below 30% but thats not really ideal ofcourse. So I just requested an RMA.

Yep that seems to be the exact same issue. Did you (and the others) keep your cards and just "avoided" the problem with a custom fan proile in Afterburner or other program?

Mine does the same thing depending on ambient temperature...I just use a custom fan profile, based on the silent one. Below 55c fans stay off, no more pulsing problem as the fan really only kicks in during gaming. Right now in 2d the GPU holds at a nice 31-32c, so who cares, just let it kick in during gaming.

The only real issue is you'll have to adjust your fan profile seasonally...Right now it's pretty cold in the Eastern USA.
