The benchmark scores are fine and I know that this card won't even saturate the x8 BUS but if the board is faulty and I wan't to upgrade then x16 really will be required for future cards to get full performance. I don't really want to RMA the card if it is faulty because it overclocks pretty well. If it is the motherboard that is faulty I will probably RMA that.

No change at idle or under load because I don't have any power saving features enabled that I know of. The Maximus IX Hero reads x8 native always in the BIOS when you look at the GPU post information. I have forced Gen3 as well from auto and no change. Once again the x8 PCIe slot cuts the bandwidth to fulltime x4 3.0 when I tried that slot. I"ll probably just live with it since I'm not planning on an SLI setup and like you said I'm not saturating even the x8 3.0 BUS with my GTX1080.

No change when I run a render test. And you may be a bit confused by the GPU-Z numbers. The first number is the maximum that the card "supports" and the 2nd number is what it is currently running at. I support PCIe x16 but can only max out at x8 3.0. You have power saving enabled so the BUS increases throughput on-demand.
