Z790E Won't De-Clock

Hello All,  

Running Win 11 22H2, ver. 0904 Bios, everything has run beautifully since January.  About two weeks ago I installed 'Games First Network Management' ( piece of Junk ) and uninstalled it three days later.  After that I noticed that that my 13900K went from DeClocking down to 2Ghz and ramping up to full turbo to now it won't declock below 5500Mhz.  I've gone in to bios and reset to optimized defaults, I've reinstalled 0904, I've cleaned the dead registry keys.  I can't figure out what is going on.  After booting my CPU utilization is less 2%.  So I don't have some fantom load against the system.  Any help would be appreciated.

Hello,

Check Windows Power Management isn't using High-Performance Profile as this will restrict the CPU from entering low power states. If you type in power into the Start Menu you should see Power Plans appear.
