Z690-I boots to blank screen unless I reset the CMOS button

12700K 3080 12 GB Asus Z690-I 32GB G.Skill
Motherboard boots LED cycles from white to yellow to green and holds.  Gets to a green light and holds a green solid.
When powered on the monitor shows a signal, but no video just blank screen.

What I’ve tried so far:
Removed and reseated the ram.
Pull the video card out, completely plugged HDMI cable into on board video - same thing happens
Monitor shows a signal but a blank screen..
Checked other connectors to make sure they were not lose .

I’m at a loss I have no idea what’s going on . I don’t even get a bios screen if I try to boot holding F2

I decided to try resetting the CMOS using the rear button. I hold in the button while plugging it in and it boots to the American Megatrends screen where I can hit a key so it continues into the BIOS. I can then exit the bios without saving changes and it boots to Windows. If I power it off i have to go through holding the CMOS button in all over again to get it to boot. Is there something I need to do in the BIOS so that it boot normally after being powered off? Thanks for any help.
