ROG strix 2080 possible problem?

I recently returned an msi rtx 2080 gaming x trio to get the asus rog strix rtx 2080 oc as I prefer asus and it matches the rest of my build. The asus card doesn't seem to perform nearly as well and from all I can find on the net it should be equal. I am not getting crashes or any actual malfunctions; it just doesn't game as well or maintain fps like the msi did. It appears to be functioning perfectly temperature and frequency wise.

Any ideas? Could it be a lemon gpu? Is there a bios update or something for this card or should I exchange as it is still in the return period?

Are you running GPU tweak software?
ASUS boards, especially the OC versions, wont run 100% out of the box without the software, OC isn't even there until you manually do it with the software.

Also double check your drivers. I recommend downloading the latest version then download DDU (display driver uninstaller) and run it with the safe mode option and select the remove and reboot option. This will remove all traces of the driver which the uninstall will not and prohibit auto install on reboot. Then you can install the latest drivers with a level of confidence that there are no stragglers left over from previous installs.

I do use gpu tweak 2 latest version. I also reinstalled windows today and it didn't change how the gpu runs. It's not near as smooth as things were on the other 2080.
