I’m using some dhcp reservations instead of static assessments. Can I enter some reservations before putting the new axe7800 in control of my network. Then power down the old router and ip modem connect up the axe7800, change the SSID and password and reboot it?

Yeah, you should be able to add (MAC, IP) pairs to the Manual Assignment section on the DHCP Server tab of LAN settings.  Some clients may need a bit of a poke to recognise the new BSSID (the WiFi network equivalent of a MAC address for the access point / router), but it should basically work without too much of a problem.
