It's not on Asus, this is a Intel issue, best you can do is go Ryzen or 12th gen intel.  To sum it up, 13th/14th gen have a design flaw with the Ring bus plus the Oxidation causing them to degrade rapidly no matter what.

This is unfortunately not limited to desktop cpu’s. A few large game dev organizations are reporting the same failures across laptops, and my experience above is on a laptop. I can’t just swap out the cpu, that’s on asus. 

The mobile Raptor Lake HX cpus are nominal 55W parts.  So far Intel has denied mobile CPUs being affected and has only stated that desktop Raptor Lake 65W nominal cpus are affected.

Micro stutters are not symptoms of the affected cpus.  If you are only seeing micro stutters and not seeing hard crashes then it's a different issue.
