Hi,
Luckily my followers with 6xx series chipsets based motherboards didn't have to hold their breath while waiting for ASUS request during the Raptor Lake release ...

apex 0088's ME fw is 16.1.25.2091."
I agree with that, but it should be seen as the minimum required :

Absolutely, and neither ASUS nor I have anything to do with this rollback lock, it's an Intel security measure (it's the same kind of rollback lock as for some BIOSes, but this BIOS rollback lock can also relate to other BIOS elements than the ME).

Having an Intel ME Firmware newer than the Intel ME firmware around which the BIOS and its microcodes is built is not a problem as long as it stays in the same branch, as I explain here (the B760/H770/Z790 natively uses the last branch 16.1.xx.xxxx, so there is nothing to worry about there), the issues appear when you update your BIOS without having installed the required Intel ME firmware.

Would this cause a failure to boot into windows if not installed correctly, or not at all? The link from the Asus support page wouldn't install on my rig. Said something like it wasnt needed. I updated BIOS without, then PC would freeze when trying to boot into windows.
Please refer to the last part of the answer I give to bscool above.
Also, before trying to update your Intel ME firmware, you must install/update your latest Intel MEI drivers :
