3970x is not hitting max boost speed of 4.5ghz

I recently put together a machine with the following specs

Asus rog Strix trx40
amd 3970x
G.skill F4-3600C17Q-64GTZR
nvidia 1070ti
dark rock pro tr4 cpu cooler with thermal grizzly
evga 1000 watt gold

For some reason I can't reach maximum single core boost speeds of 4.5ghz. I have updated the chipset, updated windows, updated the bios. I have set my ram xmp in the bios. I have put all the fans to 100% which include 5 case fans and 2 cpu fans. The best I can get is around 4.35.
I wrote amd and they said my ram is NON-QVL RAM and maybe causing the issue. Would this particular ram cause any issues with my stated board? G.skill F4-3600C17Q-64GTZR 16g x4

Temperature is a huge influence on max boost

That said you could try increasing max boost by 200MHz on PBO...this might free up the headroom a bit

These CPUs need good watercooling to free their potential....however good an air cooler might be it's going to struggle to provide maximum headroom to TR

My cooler is Noctua u14s-tr4 sp3. Cpu's speed is not higher than 4ghz
