Z370-F PCI-E 16x running at only 2x

Hey,

so after some time lurking the forums I am now in a situation where I could use some help really.
My setup is as follows:

  • 8700K
  • Strix Z370-F
  • Strix 1080 Advanced

Now this is already a replacement board, since the first one wouldn't boot as soon as a RAM stick was put into either DIMM_A1 or DIMM_A2. Sent it to the vendor, got replacement. Now with the new board the RAM slots are working fine, but I realized a great dip in performance. After some time I noticed that in GPU-Z my 1080 was shown to be running at PCI-E 2x speed only, while being in the top most 16x slot. Double-checked in BIOS, same thing there. It's shown to be connected with 2x Link Speed, without an option to change it (apart from changing PCI-E Gen 1, 2, 3).
So i swapped the card into the next possible slot, which is if I understand correctly physically 16x but with a max Link Speed of 8x. Booted up and everything seems to be as expected here. GPU-Z, BIOS showing 8x speed, Games running at proper framerates again. But now my card is choking badly because of my PSU shroud. Temps went up from 70°C max to about 80° max (depending on the game).

I don't know what to do right now. Should I send the board in again? I doesn't feel right to have payed for a working board and getting one with a flaw. Or could it be anything else which makes the board (or GPU) behave like that? I already tried a different GPU (560ti) in the first PCI-E slot, it also ran at only 2x speed. I also replugged every cable (Power, SATA, USB headers) and reseated the CPU. BIOS was updated as well to the newest version (0607). No OC yet since I don't bother with OC until everything is stable and working at stock configuration.
