Replacement Z390P and New i7-9700 CPU: Still Having Problems!

I RMA'd the original motherboard and CPU, as the system would not stay powered on.

The new motherboard and CPU arrived and I'm making small progress but now having display problems.

The system will at least power on and stay on. But I cannot see my BIOS screen long enough to do anything with the on board Displayport output to a 4K monitor. There seems to be something wrong with the motherboard graphics:

I tried installing the Asus GeForce 1650 card in a PCI slot closest to the CPU and hooking the monitor to that output, but the system only gives one long beep and three short beeps. If I remove the card, the system seems to boot into BIOS, but I can't see the screen long enough to do anything.

Apparently the brand-new board I bought has an ancient BIOS revision. I updated the BIOS and was able to make the 1650 card run properly in the board.
