Not hitting max Turbo 8700k

Hi people would like to know if this is a Motherboard or CPU issue so i can either send either of them for an RMA.

Sync all cores can be set to 50, 51, 52 doesn't matter and the most it will hit in windows is 4904MHz. Using any benchamarking tools. If i disable speedstep, C-statesand Speed shift it will hit 5004 but under benchmarks they don't even go that high Realbench 4100 - 4500MHz Cinebench 3800-4400Mhz. Everything else off but c-states enable BSOD when cinebench just starts the benchmark.

Currently 1.312v is the max it will hit 4.9GHz and 3200MHz ram with speedstep, Cstates and Speed Shift all on 100% Stable. Should i just live with this or is there something wrong with the motherboard or CPU if it's not pushing the max Turbo? Had 7700K and Gigabyte Gaming 7 motherboard before and was hitting 5.0GHz stable no problems. The only things changed are the motherboard and the CPU.

So no one even from Asus have any idea why I'm locked to 4.9GHz? I thought someone would have an idea, I've even emailed Asus support and they are not even answering my questions. Is this a board fault that I should get it replaced?

Can you upload your BIOS settings here as a txt file so we can take a look?

Is there a way i can copy it? otherwise i have posted all the BIOS pictures with my settings and also the changes i have made.
Sync all cores = 50-52 and with Speed shift turned on it won't go past 49x AVX on 0,1,2,3 still makes max 4.9GHz
Adaptive V I have tried manual and auto also no difference.

I have tried changing all settings and the ONLY setting that i can change that will push it over 4.9GHz is turning Intel Speed Shift Technology Off. However in doing this when I try to do a stress test, Cinebench, realbench, Prime95 etc it actually slows it down over 5mins realbench went from 5.0GHz down to 4.1GHz. HWinfo did not record temp nor power throttling. Temps are MAX 80deg, Windows is on Balanced have tried performance and no effect.

Could this be either hardware or could this be a windows problem and how it handles speed shift? I had a Gigabyte Z170 Gaming 7 and 7700K Running 64c @ 5.0GHz before i changed the motherboard and CPU and now won't go over 4.9GHz.

its 100% not hardware issue lol. something is configured wrong, thats for sure. why do u even want to go so high? u will have crazy temps. be happy on 4,7 or 4,8 even that goes in 80 on benchmarks, at least with me. or you are hunting scores just?

If it's not hardware then i will go ahead and De-Lid the CPU. Yes 4.9GHz is ok I just like to see what i can get to. Like i said I have followed other OC guides to the letter and the only thing i have to do different to reach the 5.0 is turn off speed shift. Der8Auer guide i followed everything in his video and same thing 4.9GHz
