New Maximus XI Code - reboot from power off issue

Hey guys, Ive got a new MAximus XI Code and the one issue that keeps bothering me is that when the PSU switch is off and I subsequently turn it on and then switch on the PC it turns on then in a sec or two powers itself off and then on again. After this it runs as normal. If the PSU switch is not off this behavior does not repeat.
Also, in an unrelated issue - when I touch the metallic case the PC screen flickers. Is this a grounding issue or expected behavior given static etc?
Sorry kind of a noob, this is my second build and ive not have issues with instability before.

The power off/on is normal, just testing devices, touching the case should not affect your monitor screen, not sure what that is, maybe your power outlet in your house is not grounded correctly, are they 3 prong outlets?

Thanks - that's interesting, when I called Asus they thought the power cycle was abnormal, instructed me to reset the CMOS which did not work... anyone else care to chime in?

For the other issue - yes perhaps you are right. I will try using another outlet.

What Menthol had stated earlier is correct...power on/ off is normal.
A loose cable/cord to the monitor is most likely as well...either graphics (hdmi/dvi..etc) or power cord.

What model /wattage power supply unit do you have? How is the monitor connected, DisplayPort or HDMI?
My ROG Maximus VIII Ranger can do strange things when I turn off the PSU from the wall power outlet. It has done exactly what you found on some occasions and on other occasions it has given beep error codes mostly one long beep then 3 or 4 short beeps, but it posted and booted into windows?? However, leaving the PSU on and just shutting down through windows avoids these unusual activities.

EDIT: I forgot to add that I too have a Maximus XI Code that I am in the process of building with an i7 8086k for the time being, until I get an i9 9900k, the 8086k will do. I will test to see if it does what you found once it's finished, in a few days time, and report back here.
