Is it best to use the latest drivers from ASUS or the default W10 drivers? It seems like some of the W10 drivers are more recent though that doesn't mean better.
I'm really looking at things like the Chipset drivers but also wonder about others such as LAN .

This kind of thing can be really hard to troubleshoot if there are no errors to give any clues. There could be something in Windows Event viewer.

If I were to take my best guess it is a buggy device driver or a Windows Update causing it.

Temporarily uninstall Kaspersky and see if the issue is the same with no security software installed. If it is, launch MSCONFIG. Uncheck everything on the Startup tab, then go to Services tab. Check the box to hide all Micro$oft services. Uncheck all the remains, then shutdown. After restarting once, see if it works correctly on the next reboot or shutdown.

I tried this and it appears its Acronis True Image causing the hang so I think I fixed the Restart from hanging as it appears now.
The sluggishness I am keeping an eye on and will try your suggestion as well.

Nice. Glad you figured it out. I stopped using Acronis about 4 or 5 years ago due to system freezes and corrupt images that would fail to restore correctly.

Try Macrium Reflect Home free version. It works great and does everything you need it to for drive imaging. You can create a resident bootable recovery environment as well to restore drives without using USB media and to fix Windows boot problems.

It seems to me the Acronis Active Protection and Kapersky may not clash but having 2 very similar programs (pieces of it being similar) are not necessary so I turned Acronis off. So far so good.

Use the Asus EZ Update to automatically the latest drivers and software. For the intel chipset, there's auto updates from Intel's website if you download the software.
