If you don't have heatsink on it might be worth considering one, if you do maybe have more localised fan - you are still within operational safe temps.
They don't actually throttle till around 80'ish off memory.

For M.2 Nvme, I dont think so, mine idle aorund 30-33 unless you live very cold climate that is not possible without cooling, under load and under graphics card.....
