Depends a bit on GPU and case airflow. If you have little airflow through the case...the GPU will chuck out a lot of heat and that will help saturate the AIO on the CPU.
That said those temps are not something I'd worry about....you could always repaste and check mount and contact just to be sure

Don't use Ai tweaker for one. If you don't want to OC then set in your bios to CPU 37x. What is the water temp of your AIO. What is your room temp. If you don't know how to do that there are plenty of video's on youtube to tell you. But you could be over volting the CPU if left on auto, so you will have to look at that. What frequency is your CPU running at now. Theses CPU's run hot and 71c is really OK. Have you tried Prime 95 with on AVX, to see what the temps are.

Yes...disabling MCE will make a difference.
RE the fans...there are fans and there are fans....lots of fans spin and move little air. Especially if they are pushing against too little exhaust.
Maybe play about with config....balance exhaust and intake for example
10900K at 5.2GHz and those temps:rolleyes:....either the window is open in Iceland or the game was minesweeper...
