Can't say it's unusual. liquid coolers a little more efficient at cooling than air coolers, but they also keep the temperature longer than air does. My 9900k OC'd via an XMP profile to 4.7Ghz on all cores (thanks to rog certified ram too, unlocks a special XMP profile) and with my Scythe Mugen 5 PCGH edition it's idling at 36° package temp.

As above, those temps are fine. My Formula XI system is fully water-cooled and with 20c ambient, the PCH will easily climb to 45-50C with minimal load.
