Enabling one of the fans of the motherboard to spin and 100% RPM. Even trying to change the rotation in BIOS and is not solved. Is this problem bios? Does it happen to anyone else? I have three fans, two are normal. Last fan gets 100% use.

Out of curiosity are you in PWM mode? Try changing the fan mode to DC and see if you then get speed control.

I wonder if your issue is related to the board I just RMA'd where the PWM functionality broke after 2months of use: https://rog.asus.com/forum/showthread.php?98196-Z370-E-CPU-Fan-Error
