ASUS Maximum Hero X (Wifi AC) Boots up and immediately turns off

This is my first time building a PC. I got the ASUS ROG MAXIMUS X HERO (WIFI AC) LGA1151 motherboard and I installed in my NZXT 340S case with the following:

RAM: G.SKILL TridentZ RGB Series 16GB (2 x 8GB)
CPU: Intell Core i7-9700K Processor 8
CPU Cooler: Cooler Master Hypre H410R
Graphics Card: EVGA GeForce GTX 1070 FTW GAMING
SSD: 500GB SSD M.2 Samsung 970 EVO
HDD: Seagate FireCuda 2TB 7200RPM

I got the Motherboard plugged to the PSU using the 8 pin + 24 pin cable connectors.
When I connected to power, the motherboard lights up. When I press the power button on the case and the start power button on the motherboard and it turns on for 1 sec and immediately turns back off.

I know that the Maximus X Hero supports CPUs up to 8th gen. Since I got the i7-9700K (9th gen), I tried to use USB BIOS Flashback to update to BIOS 1801.

I tried renaming the BIOS 1801 .CAP file into M10H.CAP but it failed as the BIOS button light went solid, which according to the manual is a failure to copy.

then tried changing the filename to M10HWIFI.CAP after finding in some forums that ASUS made a mistake in their manual about this. this was successful, now all thats left is to turn on the PC which should be booting the BIOS.

This is where im currently having the problem. The PC boots up for 1 second (fan & motherboard also light lit up) but immediately turns back off.

I have tried these methods but no success:
* replugging all the connector and power cables and making sure all is tight
* removed the graphics card to get the minimal parts to boot the PC
* switching the power cables with spare ones
* only using one RAM stick, 8GB
* reseating my CPU
* switching to a different CPU that is 8th gen
* using a different PSU

I am running out of options now. Any help would be appreciated :o. Any troubleshooting advise would greatly be appreciated. Let me know if photos would be needed to get the PC to bootup to POST the BIOS.

Thanks

Here is the config for the PC im building

Hi there, as this is your first build my post may seem condescending but just trying to help:
Is there enough power being delivered to the CPU? (my I9 9900K requires a 8 and a 4 pin)
Are you using the correct cables, is the CPU cable marked CPU? look at your PSU manual and ensure the CPU power cable is connected in the right PSU slot
Try using another PSU if you have access to one
Is the CPU sat in the motherboard correctly, did u accidentally bend any of the pins on the motherboard CPU socket?
Can you boot into bios and if not when the PC boots and turns off are u leaving enough time for it to boot again as some ROG motherboards can take 3 boots to cycle power before booting, so try booting and leave it see what happens.
Clear CMOS, try booting, if it boots great if not power down, unplug, if have access to another PC download latest bios and rename the file to M11HW and place on a USB stick, power on, place USB stick in BIOS USB SLOT at back, hold the BIOS button for 4 seconds and let go, when it flashes wait until it stops, can take up to 5 mins, boot up and see if it works, if not my guess is the PSU unit.

Good luck...

Thanks for your reply phatmonkey. The cable i have for the motherboard to the PSU is a 8x2 and 4x2 pin, I have been using the cable marked CPU, but in case I just tried changing to the CPU spare cable, which didnt change anything.

I have also tried using a different PSU, and again the PC keeps booting and turning off immediately.

One thing i tried was unplugging the CPU cable from the PSU. When the CPU cable is unplugged, the PC turns on fine without turning off (without booting of course). When replugging the CPU cable, the problem reappears. Which lead me to think that the problem is in the CPU or the Motherboard. But i have tried socketing a different CPU which also didnt work. Could there be a problem with the motherboard (Maximus Hero X Wifi AC)?

clear the Cmos and re-flash the bios update again, the clr cmos again

I have this board running with an i5 for 2 weeks. I got an i7-8700K from eBay which I was told was a customer return.
Board tries to power up but for only a second. Q-LED flashes "00" which points to the CPU. I cleaned the CPU (even though it literally looked perfect), clear CMOS, running latest BIOS version, single and no sticks of RAM and the very same thing happens each time. Also checked socket and it is perfect. I have been running the PC fine with the i5 I originally got. So the CPU appears to be bad. The fact that your board still does the same thing with 2 different CPUs really baffles me. I guess it would have to be the board for you unfortunately.

There is a 1901 Bios upgrade out but knowing what is meant by "upgrading uCode" may just be referring to the Processor Micro Code and not the newer generation.

I have seen folks using the 9700 but they may have been on other boards like the XI. My 8700K is working fine.

I suppose I might concerned about the processor getting hot. I would expect a warning sound if you have a speaker attached but maybe it happens too fast.
