And floppy drive aren't needed BIOS functions any more. And legacy (1.x) USB aren't needed BIOS functions any more. There's all sorts of obsolete BIOS functions.
In fact, there's no reason to allow users to change options at all whenever an "AUTO" setting exists to auto-detect, auto-configure, auto-optimize the vast majority of BIOS tweaks for the user.
But these functions are still there. For compatibility with older hardware. For troubleshooting. For redundancy. For the user.
And not everybody embraces Win10. Those of us who run other operating systems (Windows or whatever) would like user control over HPET.
