System Restarts results in Splash Screen Hang

Hi All,

New (first ever) build and I've run into a couple of problems during system shutdowns and restarts.

First problem is fixed I think. I noticed in the Windows event log that I had errors about the system not shutting down cleanly. This would be right after a Start Button, Power, Shutdown sequence. I corrected that by turning off Fast Start in the Windows 10 Power Options.

My second problem I just noticed 2 days ago. I did a Start Button, Power, Restart sequence and the system restarted, displayed the ROG logo with the F2/DEL prompts, then just the ROG logo and then.....nothing. I never got the windows 10 spinning dots. I have to either use the power button, or the reset button on my case and do a cold start. When the system is hung I have no num lock light and I can't get the caps/num lock to flash (normally this is my test to see if the keyboard is even responding).

This is on completely stock settings. I have even gone into UEFI and F5 to optimized defaults with no effect.

It doesn't do it every time, but often enough to be upsetting. Especially with all new top of the line stuff.

Intel I5-7600k

Noctua DH-15
Samsung 850 EVO 500gb SSD
EVGA SuperNova G3 750w 80+ Gold
No GPU yet, prices are too damn high right now, so I'm running on built-in Intel Video from the MB.
Windows 10 Pro 64

I am reusing my old keyboard from my dead PC (an HP something or other), my old mouse, a Logitech optical gaming mouse of some sort (sorry can't recall the model number) and an HP 23" LCD monitor connected via DVI-D. All of these are 6 or 7 years old.

Oddity I noticed. In device manager (I think), could have been some other spot, I noticed mention that I have 2 keyboards and 1 mouse.

I've installed the AI Suite and several other softwares, CPUID, HWMONITOR, Samsung Magician, RealBench. I've run stress tests with Realbench and also the benchmark of CPUID at stock settings with no issues. I did an easy overclock in the BIOS that boosted it to 4400 but I only ran it like that for a few minutes and then put everything back to stock with a F5 default setup.

It was after running Realbench and the overclock and then back to stock that I first noticed this problem. I thought Ok, just don't mess with realbench anymore. But the problem has persisted. My last attempt to fix was to turn off FAST BOOT in UEFI. But that was last night and I haven't done enough restarting to see if that is the final fix.

Anyone seen this before or have suggestions?

Sorry for long post but thought it better to get as much details as possible.

Update: Since disabling Fast Boot in the UEFI the problem has gone away.
