The BIOS has an APM Configuration menu which allows you to wake the machine through various hardware signals (which tend to be disabled by default). You probably want to enable the "Power on by PS/2 Keyboard" setting. The

ROG KeyBot can also be configured to power on the machine from the keyboard. It probably won't allow a mouse-click to send a wake signal, but you might be able to get it to work with a USB mouse plugged into a keyboard-mounted USB port.
Otherwise, you'll just have to tell Windows to "Sleep" instead of "Shutdown" whenever you want to power down.
