I've noticed the same thing but it seems much quicker if you disable CSM and use onboard graphics. There must be a way to boot faster using a PCIE graphics card...

DDR4 memory training does require more time to complete compared to DDR3. If boot time is important for you, you can tweak the different settings in the Boot tab in the BIOS. Also installing Windows in UEFI mode helps with boot time as well.

if your system is stable you can enable MRC fastboot in DRAM timing menu. This will ignore the memory training and just boot. WAY faster. Cut down 10 sec on my boot when i did it.

Enabling that option will bypass memory training during each boot.
