Need help Qcode 04 on Startup

Built myself a new computer

ASUS ROG MAXIMUS VIII HERO
i7-6700K
G.SKILL Ripjaws V Series 32GB DDR4 3000
Noctua NH-D14
EVGA GeForce GTX 980 Ti Superclocked+ ACX 2.0+

Everything was running fine for a couple days. Put my computer to sleep and the next day I went to turn it on only to find one of my cats peed on the top of the case and it dripped down the motherboard. The fans would spin for a couple seconds and then shut down with the code 00. Looking this up online everything was saying it was either a bad power supply, bad cpu, or bad motherboard. Tried cleaning the motherboard with 90% iso but it still wasn't working so i ordered a new Maximus VIII.

I wanted to get a new power supply anyway so i got a EVGA 220-P2-1200-X1 80 PLUS Platinum 1200 W.

Put in the new mobo and hooked up the new power supply and my computer still doesn't start. I push the power button and the motherboard stops and stays at code 04. The computer doens't shut down or restart it just stays at code 04 with the fans running. I tried 2 graphics cards and can't get a dvi signal. Tried hooking up an hdmi cable to the motherboard, but still no signal so i can't even see if the bios is showing. Tried to use a usb stick and the bios flashback button on the back to update the bios and tried the clr cmos button but that didn't work.

Stripped computer down to just the mobo, cpu, cpu cooler, and power supply and the error code changed to 53. Adding a stick of memory changed the code back to 04. Tried each of the 4 sticks one at a time and continued to get code 04.

Need some advice on how to proceed from here.
