Hey I have the same exact issue as you. Since updating to 3703 on my Hero Alpha, games have random stuttering without any FPS drops. All was smooth before. Now when there are many things happening in a game at once, audio/mouse/game stutters for a second, sometimes 3. I even tried giving my OC more voltage but didn't change anything.
I noticed too that I get more stuttering when I have a Steam game downloading while playing a singleplayer game. This wasn't the case before.
I may try further tweaking my BIOS (it was stable before on previous BIOS, yes I understand different BIOS may need different settings), otherwise I will revert back and make sure the stuttering is gone and could safely say the BIOS was a part of it. I wish it were more stable and more consistent
