System OC Bug on Windows 8.1 64-bit + Windows 8.1 64-bit Safe Mode

Hi all ok i OC bit a go my PC on XMP Profile on the Asus x99 ROG Rampage V Extreme.
I was looking on Windows 8.1 64-bit in Safe Mode i like to know why my CPU Speed OC is ok when the Normal Mode of Windows 8.1 64-bit is not ok Speed
and use CPU-Z CPU OC Speed is ok.
I have Some of the Screen Shot so you can see and use CPU-Z CPU OC Speed is ok.

Use CPU-Z to check your CPU's frequency. Don't bother with that Windows stuff.
