RVE Preset 6-core OC leaving me at idle Speeds (1200mhz cpu 5820k)

Long story short, I have previously obtained steady 4.299mhz steady but now it seems to stay in idle at 1200 mhz. it boots up at 4.299~ but then stays in idle speed of 1200mhz. Looking for advice or settings i may have overlooked.

I have clean installed since the original steady 4.299mhz and have updated bios.

If you don't want your CPU to downlock itself when idle, either change the power plan to High Performance or disable Intel SpeedStep in the BIOS.

Figures. I played with these settings enough on laptops completely forgot they existed, Thank you Chino.

Just wanted clear Realbench reports etc.

My 5930K does the same but I kind like it because I don't want to have 4.3 mhz when playing Tetris.
