Rampage V , PCIE_16X/8X_3 Running 8X instead of 16X, Single RTX 3090

Hello mates,

For Vram temperature reason and a huge Thermalright silver arrow i would like to put my RTX 3090 not in the first slot but in the third one ,check image (red oval)

Well, after some check i'm stupified, i forgot ? the small pin EATX12_V2 is missing ( check image too and i extract the manual page too) (my config run since many years) (3 marked with red oval)

So i can't do or force nothing in bios except the Generation so 3.0.

Where i do a mistake ? i should connect the extra CPU power ? the mistake could be that ?

System:

Intel 5930K
Rampage 5
32 GB memorry 2400 mhz
win 10 pro activated
RTX 3090 nvidia founder

I found who is guilty , my extreme 3.1 usb card made by Asus

I Have that board and Card, never used it. Been running thunderbolt the whole time.
