The overclock panel is working, what's happening is your cpu is throttling when not under load to conserve power. If you want it to run at a constant speed without throttling try setting the windows power plan to high performance. If it still throttles, in the bios advanced tab, cpu configuration disable speedstep and the c1e state.
Your cpu should now stay at the overclock you set.
I personally would do the overclocking manually in the bios, this way you have more control over the voltage.

Regarding your CPU not always running at the highest frequency, it's due to Intel Speedstep which helps save power. If you want your CPU to always run at the highest frequency you can either disable Speedstep in the BIOS or use the High Performance power plan in Windows.
To find the Speedstep option in the BIOS, navigate to the Extreme Tweaker tab then scroll down to the Internal CPU Power Management section. It'll be the first option in that section.
