New pc won't POST, no display, Q-Code 00, now nothing

So I began buying PC parts back in June. I only recently afforded all the parts.
After putting it all together for the first time, and turning it on, I got no display, no beeps. (I don't think my motherboard has the speaker). I was also getting Q-Code 00. People on Overclock.net said it was probably the CPU not being seated.
This was my set:

Case - Corsair Obsidian 900D
Processor - Intel Core i7 5930k
2 GPUs - Nvidia Geforce GTX 980 Ti Hydro Copper (2-way SLI)
Motherboard - ASUS Rampage V Extreme
PSU - EVGA Supernova 1200 P2
Memory - Corsair Dominator Platinum DDR4 3000mhz 16gb (4x4)
Cooling - Custom water loop
Pump/Res - EK-XRES 140 Revo D5 PWM (incl. pump)
2 Radiators - EK-CoolStream XE 480 (Quad)
Tubing - TUBE PrimoChill PrimoFlex Advanced LRT
12 Fittings - EK-ACF Fitting 13/19mm - Black (Compressions)
12 Fans - Noctua NF-F12 PWM 120mm Case Fan (x8 radiator fans), Noctua NF-S12A PWM 120mm Case Fan (x3 case fans), Noctua NF-A14 PWM 140mm Case Fan
Other - ASUS OC Panel, Blu-ray Burner

When it wouldn't post I did try removing things like the blu-ray burner, the SSD, and the extra memory. Still didn't do anything.
So I ended up spending the entire night taking it apart. Then putting it together outside of the case. I put the motherboard on a cardboard box, and from there re-applied the monoblock from EK, as well as attached x1 quad radiator and the pump/res. It didn't leak at all, since I used compressions. It was perfect.
When I first turn the START button on, the pump came on and I saw the 00 code. However, I had to keep turning the PSU off because the reservoir went dry fast, so I had to refill it. Sometime during this the START button wouldn't do anything when pressed, although the board still lit up and the re-try, change BIOS buttons, etc still worked.

I'm very worried . Extremely stressed out.

Try loosening the CPU waterblock a few turns. If it is overtightened, it can cause an 00 error code.

Thanks for the response. The last time I had this hooked up, it wasn't displaying a code at all. The start button did nothing, although the board lit up and the retry button worked.

Would this still be worth trying?

When you build PC with watercooling parts best is everything to try first with normal cooler AIO and than
install watercooling when you finish with testing everything. Best after few days or week.

Nice hardware you have there... Amazing really.
Probably is board DOA. It's really hard to believe that new CPU not work.
Maybe people in some service could wake up that board somehow.
Did you test power supply with little tool you got in box before installation, fan should stop to work when you enable Eco Mode.
You can check 5V and 12V rail with voltmeter just in case.

Welcome to the ROG forum, sorry to hear your having problems and have to come here under your circumstances and that is one nice rig you have.

It seems you've done some testing already. Code 00 is a tough one to pinpoint because the manual states code 00 is not used. This is the only code that gets me because if the manual says it's not used why is it showing on the readout?

Sometimes a bios update can fix code 00, here are some other things that can cause code 00.

1) The 8 pin cpu power cable is not connected.
2) The motherboard is shorting out on the case somewhere, but you tested outside the case so you can rule that out.
3) A faulty psu
4) A faulty or blown cpu
5) A faulty motherboard
6) Corrupted bios
7) overtightened cpu cooler but with the monoblock highly unlikely.

There may be more things too but that is what I can think of off hand. But now since you are not getting a code at all from the motherboard that usually either means

1) The 24 pin main power cable is not connected
2) Faulty psu
3) Faulty motherboard

If it was any other component you would be getting some sort of code from the motherboard.

I appreciate all the responses, and thanks! I decided to go all-out on this rig, and now it seems nature is trying to prevent me from achieving my goal.

When the motherboard was on the cardboard box, I'm unsure how it could've shorted out. Perhaps another cable cord touching the board..?

I'm pretty sure the PSU is fine. I forgot about eco mode until I accidentally hit it. It still powers my pump (albeit at 40% power) by itself when I connect the 24-pin cord to that cap-off thing that keeps it going.

Might be noob questions but:
1) If the motherboard is busted, why would the lights light up on the board, the bios change button work, the reset button work?
2) If the BIOS somehow became corrupted, or something involving the CMOS, would that prevent any error codes from showing?
3) Does it matter which CPU cord is plugged into the top CPU ATX ports? I have an 8-pin and a 4-pin, and by default I had them both connected.
4) If the 24-pin connector wasn't properly connected, wouldn't the lights not light up.a
5) Does the ASUS Rampage V Extreme come with a speaker? Because mine doesn't, yet the manual references error beeps... but idk how I could possibly hear them.

I actually have an all-in-one cooler (the Corsair H100). I'm missing the mountain bracket, so I ordered the bracket. When it arrives I'm gonna try and use that instead of the monoblock (maybe its the monoblock?). It basically functions as a stocker fan. The 5930k did not come with an actual stock fan.

Anyway, I appreciate the in-depth advice so far. I'm happy to join the forum and get back into gaming (since I began building my new PC in June, I haven't touched any game that could be played on pc).

Here is what I did, try it if that helps you.

Take out the motherboard from the PC Chassis. Put it on any non conducting surface like woodboard or you may use the packing box of the motherboard as well. Remove the CPU, RAM, graphics card every thing including power connectors. Then remove the CMOS battery.

Keep your BIOS file (R5E.CAP) ready on a formatted USB Drive. Wait for like 5 minutes. Put the CMOS Battery in. Plug in the USB drive on the designated ROG USB Ccnnect port. Connect the 24 pin ATX power connector and EPS connectors. Nothing else, not even the RAM or the CPU. Make sure the power connectors are put in correctly and firmly.

Power on the PSU. Don't power on the motherboard. Press the ROG Connect button and keep it pressed until flashing light appears. You may take off your finger then Wait till the flashing light remains on. When that lights goes off. Remove the USB Drive and Press the CMOS Clear button. Power off the PSU.

Examine the CPU Socket on the board for any bend/broken pin. Ideally you should use magnifying glass and flash light. If that is ok then Install the CPU. Make sure CPU is placed firmly on the socket and that it is not shaking. Afterwards install the cooler. Make sure that block on the CPU is not tight fit.

Now, power on the PSU and Power on the board. It should come up and give you error code of 53 or some thing indicating that RAM is missing. Power it off. Insert a single RAM module on the slot A1 though I connected mine on D1. Power on the motherboard. It should run and it may restart for once. If every thing goes right you should be getting d6 error code indicating the console output device is missing.

Power it off. Install the graphics card. Power on the motherboard and you should get to the BIOS. Proceed with connecting other components like storage drives etc. Plug in the EZ Plug if on multiple graphics cards. More power won't hurt.

It is better to keep the board out for some days and test it for any instability etc.

I did the same and for two days it is running perfectly fine. I was of the view that either BIOS was never flashed properly or the CPU was not seated properly including uneven water block mounting on the CPU. I'm not cleared about it yet though.

My friend is also a computer whiz and we agree, the board is dead. Idk why, or why some parts of it work (the bios switch button, the reset button). It's a shame. I gotta RMA it and return it to ASUS. I don't think I did anything to it. I definitely did no water damage.
