CPU flatlining at 100%

Yesterday I inserted a DVD into the optical drive and the system flatlined at 100%, all 16 threads. RAM at 5/32GB. The PC had been idleing for a period of time before I inserted it, so it may well have been that it was at 100% before I put the DVD in. Today I went out for a while and when I came back in the system was doing the same. It's so unresponsive that it's hard to even change task manager over to processes to see whats the highest hitter. The CPU temp goes from 28 to 38 degrees, so it can't be strained that hard.

Look at all the programs that are running in the background. See if you see anything suspicious.

Also how many times have this happened to you?

Twice, but I only finished putting the rig together 3 days ago.

It's probably a software problem. You'll have to investigate which of your background programs are using up the CPU's resources.

Still happening, frequency circa 1-2 times per day. Requires full reboot to resolve.

Took some photos on my phone (Screenshot is impossible due to system lag).

In processes, they are:

Firefox*32 313,968K
Skype*32 114,852K
dwm.exe 98,408K

I have tried with the top two exited and it still happens. I tried to close dwm when it happened yesterday but didn't resolve.

I know it could also be a service as opposed to a process. They are:

PNRPsvc 10528 PID
p2pscv
p2pimsvc

I tried stopping those services but issue remained. Does the highest PID id relate to highest tax on processor?

Also I can't get the system to remain in sleep mode, it awakes after being off for about a minute... had a look in BIOS but couldn't see any settings which would affect this.

Well I now know the culprit; java.exe

I can suspend the process and it instantly drops to normal load. If I end the process it auto restarts and uses around 5% CPU. I have tried updating to the latest version of java (8.40) but problem remains. I use a program daily which is java based so uninstalling is not an option.

I couldn't find a Java service. And couldn't find a setting for automatic startup in the java config application.
