Quick fix if it happens again is reinstall the joystick driver. Takes 2 seconds and a reboot and it's back at least for a while. It's under pointing devices.

No problem, here is the link for the driver page. It's 3.4mb so just a second to install and least is a temp fix/workaround once the issue comes back. It's under pointing devices as the only driver there.
