Still having USB PCIe expansion card initialization issues. Coin flip if it's going to show up in Windows when I get logged in. Manually setting PCIe generation per slot doesn't help.

Update: Seems to be that on cold boot, the PCIe USB card would not initialize. Was able to repeat this a few times. Card would be recognized on a reboot, but not on a cold boot. MCR and Power down were set to enabled. I put MCR and Power Down back on...
