I have the same board, same CPU and runing the same BIOS version. Try process of elimination. Could be any device acting up. GPU, memory, M.2 drivers, etc... Did you try to unplug your mouse and see if navigating in BIOS with keyboard was beter? And ...

It's weird, but I had this happen when I had my Apple wireless charger pluged in. Bios was so slow to navigate. Try unpluging USB devices and see if it helps.
