The obvious* solution was to go from the motherboard's Thunderbolt USB-C to the TV's HDMI to get the display port functionality. I now have the desired 3840x2160 120Hz with both Widows 11 and OpenSuSE Leap 15.6. *Not obvious.

I found that I can get 60 Hz under Windows. So part of the issue is with Linux drivers. But I would still like to know if I can get the 120Hz 3840x2160 from the hardware.

The problem turned out to be hardware incompatibility. I was using an M.2 to SATA external adapter. That I saw anything was a miracle. The internal SSD card storing the OS is M.2 to PCIe. It will not work with a SATA adapter. I was told by the ...

Solved: was using M.2->SATA adapter. Needed M.2->PCIe. Used internal slot.
