It being the non-K version might be the problem. Do you have the 'Asus multicore enhancement' feature enabled? IIRC that overrides Intels settings and lets all 4 cores run on max turbo speed, in you case 3,9 ghz.

Turn on Asus multicore enhancement and set cores to "sync all cores".
