I sovled the problem myself by taking parts out of my system and when I got to the memory, I discovered I installed it imto DIMM slots A and B!. The Asus manual recommends A2 and B2. Once I did that switch, the motherboard booted perfectly.

It is plugged into the PCIE_X8_2 slot and yes it did reduce the PCIE_X16_1 to X8. I have been told that make no difference for my GTX 660Ti graphics card.
