Well ya, running stock 6400, and likely stock fabrics and cache, that is what you can expect. 

Adding my experience with 1703 on Apex with 285K. Rock solid. 8600 C38. Flawless and snappy experience. 

I assume you're on a 265K with 63ns? My 285K also saw a small drop in latency. 68ns flat at 8600 C38 with NGU 32x and D2D at 30x. 41x cache.
