GPU stuck at extreme power saving mode

Stuck in the maximum energy saving mode, I can't install the driver, replacing Windows didn't help, updating the bios too, please help

Go to windows, search Device manager, go to Display, go to your GPU, try disabling and enabling it.

Looks like your dedicated GFX chip has failed, you seem to be on the built in graphics adaptor only. Had this happen to me on an older dell machine when I spilled coke on it, gfx chip died and it reverted back to the onboard gfx.
