Recently purchased a15 Tuf 2024 RTX 4070 Ryzen 9 8945H 32GB RAM, and every time it goes on standby/sleep the fans go into overdrive like 7200rpm 50dBa, regardless of if it's on battery or plugged in and regardless of temperatures.
Any help would be much appreciated.

First switch the GPU mode to optimized from Armoury crate app. Check for pending updates and share the screenshot here if possible.

Same thing happens to me also there are possible two main reasons
1) There could be essential tasks in the backend which computer is performing so it heat up that is why sensor detect heat and enable fans.
2) This was the reason responsible for my laptop fan rpm issue , i had a problem of camera driver so i download it on multiple sites through internet i don't know which lead to enter virus into my laptop so Asus service center guy told me to do a recovery mode in which all the disk data will be erased to remove the virus . Now my laptop works normal. Hope it will help you.

Ok so I've done a lot of troubleshooting and it seems to be whenever a usb device is plugged in, whether it's a mouse or a cooling pad or flashdrive/external hdd it occurs. Any ideas? I can't find the suspend usb in the advanced power settings when editing the power scheme, might have something to do with that?

Open setting >> click on search setting >> search usb setting >> turn on the usb battery saver >> restart your laptop. Check for 1-2 days if you are still facing the same issue. Screenshot attached for reference.

For comfortable operation, reinstall Windows and do not install asus programs for setting modes. I also recommend installing "atlas" on a15. It will noticeably add to productivity
