Artifacts on screen / Stuttering

This issue has only appeared in the past 2 months,
screen is showing bars at the top coupled with the whole system stuttering until i either disable the enteral GPUs driver (Intel) and/or revert back to 60Hz since it only happens when i set it on 144Hz, i suspect it's 90% a driver issue and related to Intel's GPU, since the screen and the external GPU (Nvidia) work fine.
here's what i did to try to fix it.

1. DDU to remove all drivers then clean install to both GPUs drivers
2. Downloaded a generic official driver from Intel build 31.0.101.4091
3. Upgraded Windows to 11 22H2
4. I tried the driver mentioned on Asus's website build 31.0.101.3413

Nothing from the mentioned above worked, what confused me more that every time i make a change or update a driver it disappears for a while then appears again after couple hours of use.

If the problem has only been occurring for 2 months
it is likely that Windows has updated and overwritten the original driver.

In this case, they recommend restoring the old driver
or perform the update locally

just recently got this issue, was always on undervolt both gpu cpu, have you found a solution? reinstalled all drivers and stuff, idk when exactly this started happening
