Experiencing that same issue but on a B650E-F Wifi motherboard. Updated to the most recent BIOS to attempt to fix a USB C issue and it's hard to say if the bios update caused this issue or some drivers. Trying to narrow down the issue myself and not having much luck on the Internet other than talks about Memory test learning during POST being the culprit and possible related drivers.
