Asur Rog Zephyrus G16 2023, i7-12700H doesn't go over 4.1GHz, instant thermal throttle in XTU

I recently got this laptop, and the temperatures in the mid-90s shocked me at first. Then I read that 95 degrees is normal and that's just how CPUs operate these days. However, after spending the whole day testing, I realized that something might be wrong.

First, the frequency doesn't go over 4.1GHz. I read some HP owners had this problem, but in their case, it was because of some BIOS update that changed multipliers. In my case, the multipliers are fine.

Second, in the XTU benchmark, the temperature gets to 95 instantly (I counted, 3 seconds in, and it goes up from 50 to 95), as long as the boost is on. When it's off, there's no throttling, and the temps are generally around 80. But, well, the CPU frequency is twice as low without the boost.

Is this normal? Or should I contact the service center?

Also, is it faster to send the laptop for repair using a delivery service or by bringing it to a certified service center? I mean in terms of actually repairing it, not the transportation time. I've heard terrible stories about Asus RMA, and bringing a laptop to a center myself feels kind of safe, but maybe there's no difference. Asking because I'd need to travel a few hours and spend around 50 euros on train tickets there and back again (I live in Italy, if that's relevant).

For anyone wondering, no, that's not fine at all. Just compared it with the exact same model, there all the freqs and temps are fine, thermal throttling starts after ~18 seconds, all the benchmarks are fine, 15-25% higher, just as they should be.
